Decision Support for Best Practices Lessons Learned

Decision support for best practices: Lessons learned on bridging the gap between research and applied pratice. Today, everyone is looking at best practices for developing a system or making the right choice in acquiring system components. If the right best practices are applied, they help to avoid common problems and improve quality, cost, or both. However, finding and selecting an appropriate best practice is not always an easy endeavor. In most cases guidance, based on sound experience, is missing; often the best practice is too new, still under study, or the existing experiences do not fit the user's context.This article reports on a program that tries to bridge the gap between rigorous  empirical research  and practical needs for guiding practitioners in selecting appropriate best practices. ********** Many program managers would agree that using time-tested â€Å"Best Practices† can help to avoid common problems and increase the quality of a system, reduce development cost, or both. For instance, in a short survey at the 2004 Conference on the Acquisition of Software-Intensive Systems, 48 senior systems and software managers supported the use of Best Practices.However, the same survey indicated that it is hard to find such Best Practices. The survey identified the following reasons for this problem: * Best practices often do not exist (i. e. , they have not been publicly documented), * People do not know of a certain best practice, or * Best practices are not easily accessible (i. e. , there is no central place to look for best practices). The last point matches a more general study by the Delphi Group in which more than 65 percent of the interviewees agreed that finding the right nformation to do their job is difficult (Delphi, 2002). Further research conducted by the U. S. Department of Defense (DoD) concluded that barriers for the adoption of best practices included: * the lack of selection criteria among practices within cost-constrained pro grams, * the lack of confidence in the value of such practices by the program offices, and * the inability to relate practices to the risks and issues programs were facing. In summary, recognizing good practices and  disseminating  them to the workforce seems to be a key issue.To address these issues the DoD Acquisition Best Practices Clearinghouse (BPCh) program, sponsored by several offices of the DoD (DS,  ARA, National Information Infrastructure [NII], and Defense Procurement ; Acquisition Policy [DPAP]), was initiated in 2003 (Dangle, Dwinnell, Hickok ; Turner, 2005). The Fraunhofer Center for Experimental Software Engineering, Maryland (FC-MD) was chosen to develop the initial â€Å"proof of concept† for a system to document, evaluate, and  disseminate  Best Practices.In collaboration with other organizations within the DoD and industry (including  Northrop Grumman  IT, the Computer Sciences Corporation [CSC], and the Systems and Software Consortium [SSCI] ), a prototype system has been built and piloted. It is currently operated and hosted by the Defense Acquisition University (DAU). THE VISION FOR APPLYING BEST PRACTICES The DoD vision for the BPCh initiative is to provide more than just a list of Best Practices. It is to provide an integrated set of processes, tools, and resources which will enable information seekers to identify emerging or ell-proven practices that have been implemented and proven effective. Practices in the BPCh serve as an information resource to individuals  looking for  ideas on how to improve quality and become more effective in their job. Clearly, the vision of the BPCh is not to create another â€Å"data cemetery,† but to develop an information-sharing network around the BPCh repository which will foster relationships between individuals within DoD and also partnerships between DoD and industry leaders.The following types of questions illustrate usage examples: * â€Å"I just heard about accele rated life testing. Where can I find out if it's useful or just hype? † * â€Å"They've just shortened my testing schedule by 30 percent. Are there any practices that can help me better handle that kind of schedule compression? † * â€Å"I want to add inspections to my quality process. Is it worth the cost and if so, what's a good first step? Is there someone I can contact in case of any difficulties? * â€Å"I've taken over an acquisition program just before Critical Design Review (CDR). What practices should I look for in my contractors? † * â€Å"I'm in charge of defining a training course as part of the  continuing education  program for quality improvements. What are state-of-the-art or emerging practices that should be addressed? † The BPCh has been designed with the understanding that a single practice can never be a â€Å"silver bullet† for each and every project/program.This is because some practices may only be useful or beneficial in certain contexts while failing to produce the desired results in others. For example, practices that are absolutely necessary for large, mission critical projects may be too heavyweight for  rapid prototyping  or Web application development. Practices that work well when the development team is located in the same room may not always scale well when the team is distributed across the country. Clearly, there exists no one â€Å"best† answer. Practices that are best for one user might not be best for the next.Therefore, the BPCh tool responds to user queries with a list of practices rated by how well they fit the project characteristics of the user making the query. The presented selection is compiled using the experience other users have had implementing the practice in a similar context. High-quality evidence about a practice is collected and reported with any necessary caveats, so that information seekers have a sound basis for making up their own minds given their need s. APPLYING TECHNOLOGY TO DELIVER BEST PRACTICESTo develop the BPCh tool, we applied FC-MD's EMPEROR approach (Experience Management Portal using Empirical Results as Organizational Resources). This approach makes use of all kinds of available  evidential  data from research and industry, analyzes and packages it, and disseminates it through a Web-based Experience Base. The EMPEROR is based on the experience factory approach, developed by Basili, Caldiera, and Rombach (1994), which has been successfully employed to facilitate  organizational learning  at  NASA  (Basili, et al. 1995), DaimlerChrysler (Schneider & Schwinn, 2001), and elsewhere in  North America, Europe, and Australia (Koennecker, Jeffery, & Low, 2000; Mendonca,  Seaman, Basili, & Kim, 2001). An experience factory provides a way to analyze results based on practical experience, and package what is learned into an Experience Base for new users of the organization to find and apply. Since the users of the BPCh come from a wide variety of organizations and programs, any Experience Base will have difficulties in addressing all user needs.To mitigate this problem, EMPEROR is required to: (a) provide transparency to users, so that they can understand the analysis process and the sources of experience and make up their own minds; (b) rate the â€Å"trustability† of each of the used sources, so that users can judge the degree of confidence they have in the information provided; and (c) provide a completeness and maturity indicator of the practice information taken as a whole, that is, to perform a self-rating based on how much and what quality evidence can be offered. DATA STRUCTURE OF A BPCH PRACTICEThese sections describe how these requirements are implemented in the case of the BPCh. In the BPCh, each practice has one associated Practice Record, containing information about the practice and what is available in the Clearinghouse, and zero to many Evidence Profiles, each of which contains a summary of a single organization's experience using the practice. A Practice Record consists of: 1. A Practice Detail block, which contains information such as the practice name, a short description, and the completeness and maturity indicator for the experience package. . A Practice Summary block, which synthesizes all available evidence data and describes possible application contexts for the practice based on a set of characterizing attributes. This part of the practice record thereby allows different users (i. e. , organizations) to make use of the practice. An Evidence Profile contains an example or report of some type of program that has used this practice, how they applied it, and what results were obtained.Each Evidence Profile contains the same set of context and result fields as the Practice Summary block, except that the information recorded in each field will describe only what has been observed in the given context of the particular piece of evidence. In add ition, the data structure of an Evidence Profile contains a field for documenting its classification of the trustability. TRUSTABILITY OF A SINGLE SOURCE OF EVIDENCE A 20-point scale rates the trustability of each Evidence Profile.A rating of l indicates an  anecdotal  or informal experience; a rating of 20 indicates that the results of applying the practice are rigorously measured and substantiated. Points are based on the following four dimensions: * how the practice was applied, ranging from a single pilot study to use on multiple real projects; * how the results were measured, ranging from an educated guess to a rigorous measurement program; * how the evidence was reported, ranging from an informal  anecdote  to a peerreviewed publication; and who reported the evidence, ranging from a second-hand report to someone directly involved on the team. MATURITY OF A PRACTICE RECORD A 4-point scale is used to rate each Practice Record to quickly inform the user of how much, and what type of, information is known about the practice. As required by EMPEROR, this scale focuses on the quality of the overall accumulated information that is available for a practice (i. e. the  synthesized  and packaged information in the Practice Record). Based on the available information we describe the practice maturity as: * No status assigned/Initial entry: A new Practice Record is initially entered into the BPCh when it is nominated by our experts and/or user communities. Typically at this time, only some of the fields in the Practice Detail block are filled in and no Evidence Profiles are available. * Bronze status/Awareness raised: As soon as any evidence becomes available (i. e. , an Evidence Profile has been linked to the Practice Record), the status is set to Bronze Level.For users, the Bronze Level status indicates that th e practice has been nominated by our experts and user communities, and received a preliminary check for applicability. * Silver status/Evaluation performed: When a sufficient set of Evidence Profiles is available, the BPCh experts will fill in the Practice Summary block and the status is set to Silver Level. For users, the Silver Level status indicates that the practice has been selected as promising enough to commission experts in the area to summarize key information.Users can see at a glance what they should know. * Gold status/Continuously maintained: When the summary has been further evaluated (i. e. , vetted) by experts from industry, academia, and government, the status is set to Gold Level. For users, the Gold Level status indicates that the practice has been through a rigorous analysis by a committee of experts in the practice itself as well as by user representatives. Information on Gold Level practices contains the best and widest-ranging experiences we can find. CONTENT STATUS OF THE BPCHWe have been piloting BPCh processes and tools by seeding initial content. At this point the BPCh contains 51 practices at all levels of maturity. Practices that have progressed to Gold Level are those, like inspection/technical review, which have a long history of published industrial experience. Many practices of interest in the area of systems and software acquisition have few documented sources of evidence or experience. Therefore, we are testing different processes for eliciting information from the workforce.Based on the recommendations of our User Advisory Group, the following types of practices are currently our top-priority areas for additional content: *  Earned Value Management, * Risk Management, * Information Assurance, and * Spiral Development Process. We hope that visitors to the BPCh tool will try out the offered features for providing short stories about their own experience with practices in these (or any other) areas. We encourage you to provid e feedback as to whether you agree or  disagree with  the existing experiences that have been entered, or thoughts on our BPCh tool in general.LESSONS LEARNED Based on our experience with the BPCh program and other knowledgemanagement projects, we can formulate some observations which make useful rules of thumb for good practices to build such systems. The BPCh program has been organized along three parallel (but interconnected) tracks, which reflects our first lesson learned. LESSON 1: PROCEED IN MULTIPLE DIRECTIONS SIMULTANEOUSLY Progress in building a knowledge repository needs to proceed in multiple dimensions simultaneously: content collection, tool development, and outreach.Although there is often a temptation to view these as tasks that can be done sequentially (e. g. , first the tool will be built, then  populated, and then it will be advertised to users), we have found this to be an overly  simplistic  view that diminishes the chance of project success. Constructi ng the tool prior to collecting actual content and getting users' feedback almost ensures that important user needs will be discovered late and will require much more effort to implement. Populating the content without getting user feedback leads to a high likelihood that the content will not really address user needs.More importantly, content needs to come from the user community, if the repository is to have a long-term life. We have found that for the research team to generate substantial amounts of content is a time-consuming way of recreating what many users already have at their  finger tips. Finally, engaging in outreach and building excitement in the community of potential users runs the risk of all prototyping efforts: When told how anything is possible in the final system, users often come up with many wish list features that are not really linked to their everyday needs.Moreover, users often get  frustrated  with the slow pace of progress when the system actually ha s to be implemented, and lose interest before the system is fielded. To avoid these problems, we have adopted an  incremental  approach, with content and tool development going on simultaneously and outreach activities to the user community (such as booths at major conferences, or specific User Advisory Group meetings) planned at major milestones.Although this sometimes stretches resources a bit thin, we feel this approach has enabled us to engage periodically with the user community, show them progress since the last  iteration, and get feedback on ever more mature versions of the system, with an initial body of content. LESSON 2: MAINTAIN A CONTINUOUS STREAM OF FUNDING Because of the interconnected nature of all the tasks listed above, having a stable funding stream is crucial.Requiring the team to take a  hiatus  from the project after a release is delivered leads to lost opportunities for user involvement (users find it hard to match their schedule to the development t eam's), leads to new content ideas that miss getting followed up on, may result in the loss of expertise if experienced personnel resources are in transition to other projects during the hiatus, increases the personnel learning curve encountered at restarts, and may result in flagging interest in the user community since momentum generated during outreach is lost.LESSON 3: RECOGNIZE THE RELATIVE MERITS OF CONTENT Our most important lesson learned is a direct implication of the BPCh vision: There is no such thing as a â€Å"Best Practice. † Or, to say it more diplomatically: No practice will be â€Å"best† for every project. Practices that are absolutely necessary for large, mission-critical projects may be too heavyweight for rapid prototyping or Web application development. The implications of this lesson are many.Perhaps the most important is related to the tone of the recommendations that users find: Rather than arguing as an expert that readers should be following a given practice, or else they are doing something wrong, practices should be recommended to readers on the basis that projects of certain type(s) have found it useful. That is, rather than presenting a  foregone conclusion  to users, the system should aim at respecting users' intelligence enough to enable them to draw their own conclusion, providing sufficient evidence as necessary for those decisions to be sound ones.LESSON 4: UNDERSTAND THE LIFE CYCLE OF BEST PRACTICES Practices (and practice information) are not static and have a real life cycle. Major  paradigm shifts  in the software development world can have an impact on which practices are recommended. The practices that seemed to be good fits for most projects, when a  waterfall  life cycle was the most common approach to software development, are not all equally applicable at the current time, when  iterative, spiral, and even agile approaches are probably more representative of the state-of-the-art practice .Our recommendations regarding a structured life cycle for practice information are: 1. A knowledge repository needs to be continually evolving by accepting information on topics of interest and making it available to users as soon as possible. While some quality checking is necessary to make sure that incorrect, misleading, or incomplete information is disseminated outward, it is better to get information to users as it comes in, than to wait and try to create something perfect.Users should be able to see a timestamp on all information so that they can see if the experiences related are fresh and up to date or come from years ago. 2. However, the desire to get information out quickly should not interfere with the need for validation activities that provide higher confidence in the information. These additional levels of maturity should be noted, to give users more confidence in the information they find, but should not be used as aprecondition  for displaying content. 3.Content n eeds to be retired when appropriate. Practices may have a natural lifespan, since the acquisition and development worlds continue to evolve and change on their own. Practices that were good 10 years ago may not be appropriate given today's constraints or technologies. To avoid users finding obsolete information in the repository, reports need to be generated periodically of which practices have received no updates or new experiences in the longest time. LESSON 5: APPLY AGILE STRATEGIES AND PROTOTYPINGTo create the front end of the BPCh tool, which helps users find candidate practices, explore possibilities, and get more information on practices of real interest, we have found that prototyping and agile strategies are extremely valuable for developing knowledge-management systems. Precisely because of the need for parallel activities in different tracks, and the number of  stakeholders  involved (tool developers, content gathering team, end user representatives, sponsor represent atives), an agile approach is extremely valuable.The implementation of the prototype BPCh tool was carried on in two-week increments, at the end of which a releasable version was always available. At the end of each two-week period, a demonstration and planning meeting was held with as many of the stakeholders as could be present. This approach was necessary to help us coordinate and  prioritize  the evolving expectations of the users as well as the necessary changes that were suggested by the content development team, based on what they were finding. As part of this meeting we learned the following lesson: LESSON 6: USE APPROPRIATE LANGUAGESpeak to the users in their language. Do not expect them to learn yours. We realized early on that having the greatest possible content in the BPCh repository would not be of much help if the users cannot find it. To address this we needed to provide multiple paths to the information, so that users could select the path that made the most sen se to them. Some specific lessons learned here included: 1. Organize around common tasks. The best way to reach users is to organize the contents of the repository  according to  everyday activities that the user performs.This helps users see the repository less as an additional activity that they need to make time for, and more as a value-added to the activities that already consume their time. In the case of BPCh, we added several such perspectives (i. e. , indexes to the content) based around activities of importance to different segments of the user community (e. g. , addressing  CMMI  practice areas, constructing a systems engineering strategy, and referencing back to common guidebooks). 2. Push as well as pull information.Rather than always expecting users to take time to come to browse the BPCh tool, information can be â€Å"pushed† outward to the user on a periodic basis. For example, the user could select some practices of special interest, and when new exper iences come in related to these practices a notification is sent via e-mail. 3. Match users to practices based on context similarity. Since no practice will be â€Å"best† for every project, it is important to match users to practices using context characteristics. This provides the users with a pick list of practices that may be useful in their particular situation, in ddition, it may alert the user to practices that they might not have known about previously. For example, if the user selects a few context variables that describe his/her context, then practices can be prioritized and displayed according to whether they have associated evidence provided by users with similar context information. This is a way of indicating that, even if the practice does not answer a specific search query, users like the current one have found this practice useful and it may be something the user should know. LESSON 7: DEMONSTRATE PRACTICAL EXAMPLES TO INTENDED USERTo engage in effective outr each activities, aimed at building up an interested and active community of users of the BPCh, we find the following lesson of relevance: You can not show initial users an empty  depository. In line with the idea that building a tool like the BPCh needs to proceed on three tracks in parallel (front-end, content, and outreach) is the lesson that populating the content cannot come after the repository is built. Showing users a fancy front-end without an initial set of real content may get their interest for a short time period, but is not an effective way of building an active user community.Users need to see a small but representative set of content which they can respond to and start generating ideas for the next content or tool release. LESSON 8: UPDATE CONTENT AND FUNCTIONALITY CONTINUOUSLY To keep interest engaged, when users do check back to the site they need to see that updates have been made since last time. Content needs to be continuously updated and  refreshed  to st ay abreast of trends. If users ever become convinced that the repository does not get updated on a regular basis, this often spells the end of their involvement.Rather, they need to be motivated to come back often enough to find new things and hopefully, as they progress, be motivated to submit responses and ideas of their own showing emerging trends and keeping the content relevant. Thus, user involvement tends to build more user involvement. As users become interested enough to post comments or send  new ideas  to the repository, other users will continue to be interested to show up to see which comments have been added since the last time and possibly find something of interest to their current situation–and more likely to find something applicable.One way we have experimented with–to reinforce this concept–is to list on the front page of the BPCh tool the most recently added practices and highlight ones that have been promoted to various maturity levels (Bronze, Silver, or Gold). Thus, one of the  first things  users see is an indicator of how much progress has occurred since their last visit. CONCLUSIONS This article has presented some of the lessons learned with the BPCh program, which aims to document practices and quickly disseminate them to the users. The BPCh, which is based on the EMPEROR approach, makes use of a two-dimensional rating scale.These scales provide users with a quick overview of the trustability and maturity of the stored practice records. The scales allow users to understand and to draw their own conclusions based on a set of evidence from different contexts, from research studies as well as industrial experiences, and using measures at different levels of  rigor. Practitioners can rely on this information without reading in detail through the different evidence sources, unless they are interested in the very detailed level of information.In addition, ways to collect user feedback and trigger discussions are offered to allow a vivid and growing user community. While initial feedback regarding the BPCh tool has been positive (Turner & Shull, 2005), we are continuing to improve the BPCh program and its associated tool through ongoing research, advisory groups, and user community feedback. We are interested in addressing such questions as: â€Å"How much extra effort to  certify  evidence sets and summaries as correct is worthwhile to users? † or â€Å"Are there subsets or types of evidence that users will find especially worthwhile? Create Dramatic Tension Essay A view from the bridge, one of Arthur Millers first comings when he became interested in the work and lives of large communities of long shore men. Arthur Miller himself worked as a long shore man on New York Brooklyn harbour. This certainly invigorated him into something dangerous and mysterious. A View from the Bridge originated from a simple story Millers friend had told him about. At the time Arthur was active with numerous other projects he hand entitled to do, so he didnt act upon this piece immediately. His travels along with many potential ideas combined with his clever knowledge and imaginative understanding would give way to something that would later on become controversial. This play was written in 1955, set in Red Hook in a slum area in New York, its exactly as it sounds, dull, dark and full of unwinding drama behind closed doors. Based in 1940s immigration had been illegal at the time when America had banned it due to heavy immigrant incomings, this made coming into America difficult but not impossible. A View from the Bridge at first boasts upon a second generation Italian family, consisting of Eddie, his wife Beatrice and her niece Catherine, these three characters living together pleasantly. These characters play an essential role in dialectical amusement. This Italian family would follow the nature of the stereotypical Italian virtues, valuing loyalty, fixated trust, respect and honour. Respect and loyalty are things an Italian family should contain and retain. A clear feature in this play is immigration, which right from the beginning intertwines through to the end. Starting of with such a young fun loving warm hearted family filled with an easy atmosphere then merged towards difficult and stiff tension between additional characters like Redolfo and Marco who come over to stay from Italy, the family go through hoops of dispute leading to argumentative circles and to a most glum ending. When Beatrices cousins Marco and Redolfo move into in with the family welcomed by Eddie, things start to submerge. Eddie notices Catherines fondness for Redolfo, causing Eddie to become over protective, but not because its his niece but more so because of unmentionable deeper feelings he has for his niece. This family gets torn apart by jealousy, loss of trust and violence. At the end of the play after psychological and verbal threats from Eddie to Redolpho, Marco at the end of Act one/two lifts a chair above Eddie declaring power, urgency and alarms start to go off. At the end of the play the immigration officers come in and arrest Marco and Redolfo. Tempers start to run up high as Marco swears at Eddie which sets him off. Eddie at the end attempted to kill Marco with a knife which goes by all his morals, but Marco turns Eddies weapon into his nemesis and kills him instead. Beatrice and Catherine were deeply upset about Eddies death recollecting what they lost forgetting all the trouble hed brought upon himself. Eddies death was appropriate it wasnt about why he would die more about how he would die. Although Eddie died, in a sense he became successful because he was killed on Catherines and Redolfos wedding day, so each day they would remember his death and why he died. My first key dramatic moment is when Beatrice says to Eddie you want something else Eddie and you can never have her! and when she also adds, the truth is not as bad as blood indicating that if he doesnt acknowledge the truth their will be a bloody outcome. When Beatrice says all this its as if she had brought everything that has been hidden for so long out into the wide open. She brings up the hidden agenda that has stayed taboo to her for so long, shes telling him that she knows that he wants something else and makes it clear she knows its Catherine by concluding and Eddie you cant have her! This is a key dramatic moment because this is when Miller lets Beatrice take control and helps the other characters understand why Eddie is doing what he is. Also because it comes as unexpected and to Catherine it would be a shock and would fill her with disgust, she had no idea what Beatrice was saying it hadnt sunk in to her, she couldnt believe what she was hearing. This moment delays whats happening and it starts to focus on Eddie, Beatrice and Catherine. This horrifies the other characters around and certainly makes the audience reacts with gasp, for the characters had no idea about Eddies feelings but the audience had an idea of it but didnt expect Beatrice to say what she did and they way she did. This caused dramatic irony because they knew something that the characters didnt and they were witnessing the build up. This left Eddie in a state uneasiness he swiftly went into denial knowing that inside that Beatrice was speaking the truth. Miller showed us the effects when both Catherine and Eddie both exclaimed B and diverted their attention and eyes on her. Miller created this effect cleverly because just as Eddie was going to confront Marco, Beatrice used this as a last attempt to stop Eddies frenzy. Miller showed us a wife telling her husband that she knows that her partner wants someone else, the biggest effect this would have is on Eddie. Also the way he showed us they horror in the raised voices. The audience and characters didnt suspect Beatrice to confront Eddie like this, since she was torn apart by these 2 sides. Miller runs the tension higher than it already was and straight back down to the confrontation of Eddie and Marco.

The modern question is where these behaviours stem from; your genetics or your environment? There is an increasing amount of empirical evidence on the contribution of genetic factors to individual differences in criminal and antisocial behaviours (Turkheimer et al. 1995). A recent meta-analysis of over 400 studies suggests that about 41% of human behaviour is genetically influenced with greatest heritability for antisocial behaviour and smoking (Malouff et al. 2008). It is a topic relevant both in a scientific and a social context. Should the discovery of a genetic basis for antisocial behaviour change the way it is treated and viewed by society? Or lead to a change in its definition, if youre a criminal due to a genetic predisposition, is it different to part-taking in criminal behaviour without a found genetic component? It is necessary to begin by asking, what is criminal and antisocial behaviour? It isnt simply disobedience, some forms of disobedience are acts designed to change the law or common practice such as the suffragette movement (CIBA Foundation Symposium. 1996). Other acts break the law, but are entirely acceptable within subgroups of society such as the recreational taking of cannabis. Some behaviour also breaks the law purely because the offender is below a legally defined age such as with alcohol and sex. One definition of antisocial behaviour is behaviour that lacks consideration for others and that may cause damage to society, whether intentionally or through negligence (Berger, 2003). Criminality falls under this definition of antisocial behaviour. This definition will be adopted here but it must be noted that antisocial behaviour cannot be restricted to that which is disapproved in all societies. In accord with the opening quote, repetition is important. In Farringtons 1995 study o f males from inner-city London, 96% admitted to having committed one or more of ten common crimes such as theft, violence, vandalism. Yet, we dont view 96% of the human population as criminals. Over the past decades, there has been a paradigm shift in the way human behaviour is approached. The social learning model has been majorly replaced by a balanced view emphasising the importance of genetic and environmental factors on human behaviour. There is now a wealth of evidence supporting that both genetics and environmental factors play an important role in accounting for individual differences in antisocial and criminal behaviour. There are two basic approaches to researching behavioural genetics. The first is classical genetics designs; a traditional approach involving no DNA examination. It analyses individual differences in a given trait by examining patterns of resemblance among individuals who are related genetically, environmentally or both (Baker et al, 2006), by studying twins, nuclear families and adoptive families. Classical approaches broadly determine whether genes are important and estimate the extent of the genetic influence. The second method studies Quantitative Trait Loci (QTL), genes which exert small but significant influence on complex traits. A QTL approach is considered more molecular than the classical designs because it narrowly specifies DNA sequences that increase risk for antisocial behaviour. This molecular aspect is a much more recent and developing approach than the classical studies, however, it is an important technique and studies are emerging indicating specific gene associati ons. To date, the classical approach has provided the scientific community with abundant evidence for both genetic and environmental influences on antisocial and criminal behaviour. The studies vary in the type of antisocial behaviour (juvenile delinquency, aggression, adult criminal behaviour etc), the definition of antisocial behaviour and the way its measured (official and school records, behavioural ratings by parents or teachers, self-reporting). It has been studied across the human lifespan and males are more extensively studied than females. Due to the inconsistency between each study, reviews of these studies are important to draw well-informed conclusions. A review by Rhee and Waldman in 2002 looked at 51 distinct studies which focused on some aspect of antisocial behaviour. The results of the studies were combined to estimate the relative effect of genetic and environmental influences. There a significant effects of additive genetic influence (0.32), non-additive genetic influen ces (0.09), shared (0.19) and non-shared environment (0.43), which clearly demonstrates the effect of heredity and environment on antisocial behaviour. The review also found that non-additive genetic effects appear most strongly for criminality compared to other forms of antisocial behaviour, and that there was a strong and decreasing importance of shared environment factors from childhood to adulthood. Genetics seems to be more strongly correlated with criminality and antisocial behaviour in adulthood than in childhood or adolescence. A wide range of behaviours are considered antisocial, however, it may be beneficial, especially in a legal context, to study illegal, criminal behaviours. Several large scale twin studies have been conducted in various countries such as USA (Cadoret et al. 1995) and Denmark (Hutchings Mednicks. 1975). They found that there is higher agreement between monozygotic (MZ) twins, who are genetically identical, than dizygotic (DZ) twins, who on average share 50% of their genes, for property crimes such as theft and vandalism (Cloninger Gottesman. 2000). This indicates a genetic component which is further backed up by evidence that property crime convictions among adopted individuals significantly increased when the biological parent was convicted but showed little or no increase when adopted children were raised by adoptive parents with such convictions (Baker et al. 1989). In the case of committing violent crimes, there seems to be no increased risk when studied as a function of adoptive or biological parents. In contrast to the large genetic influence on adult criminality, childhood behaviours such as minor rule breaking, theft, truancy, vandalism, can apparently be explained by environmental factors. Small genetic influence was only found in theft and minor rule breaking (Baker et al. 2006). Antisocial behaviour and aggression play key roles in the diagnosis of three mental disorders. Antisocial personality disorder in adults often involves aggressive, impulsive, and irresponsible behaviour. Significant genetic influences have been consistently found in twin samples and adoption studies. Conduct disorder is a childhood behavioural problem indicated by aggression, destructive behaviours, theft, dishonesty and truancy. It is thought to be a severe and clinical form of antisocial behaviour. It is associated with negative outcomes such as drug abuse, depression and, as adults, antisocial personality disorder. Multiple studies have shown that children with conduct disorder have a largely increased risk of developing antisocial personality disorder as an adult (Loeber. 1991). A history of antisocial personality disorder in a parent is the strongest predictor of persistence of conduct disorder from childhood into adolescence (Lahey et al. 2000). Like in antisocial personality d isorder, significant genetic effects have been found in twin samples and adoption studies (Eaves et al. 1997). Recent studies have shown that conduct disorder is significantly heritable, with estimates ranging from 27% to 78% (Baker et al. 2006). It seems theres a wealth of evidence indicating a strong link between genetics and conduct disorder and antisocial personality disorder. The third mental disorder is oppositional defiant disorder which is characterised by a repeated pattern of negative, aggressive and defiant behaviour in children. Twin studies have also investigated the heritability of oppositional defiant disorder. Several found significant genetic influences in oppositional defiant disorder symptoms, with heritability estimates ranging from 14% to 65% (Eaves et al. 1997). All these studies provide direct evidence for genetic influences on antisocial behaviour. However, there are numerous studies that provide indirect evidence by examining the genetics of traits that correlate with antisocial behaviour. Understanding the genetic influences on correlated traits can give us important information on the genetic mechanisms underlying antisocial behaviour. One of the most relevant traits is impulsivity. Individuals are differently susceptible to antisocial behaviour due to variation in traits such as impulsivity which are heritable according to data from large twin and adoption studies. Heritability estimates range from 20% to 72% (Coccaro et al. 1993). It is thought that genes modulate behaviours such as impulsivity, which can lead to other disorders such conduct disorders, antisocial personality disorder and ADHD. ADHD in childhood has been linked to antisocial behaviour in two ways. Research has shown that, children with ADHD are more likely than those w ithout it to show antisocial behaviour as an adult (Hetchman et al. 1984). It appears that children who have symptoms of ADHD have a more persistent form of conduct disorder. Other studies have shown that youths exhibiting both ADHD and antisocial behaviour manifest severe forms of antisocial behaviour such as extreme physical aggression. An adoption study has shown a high genetic component for attention problems which are a key diagnostic feature of ADHD (Van Den Oord et al. 1994) and heritability estimates range from 39% to 91% (Thapar et al. 1999). As shown, there is an abundance of classical genetic studies showing the importance of genetic predispositions as well as environmental factors. However, this research contributes little to the exact biological mechanisms underlying the genetic effects. They represent black boxes in our understanding of antisocial behaviour. Some recent approaches have been adopted to tackle this gap in our knowledge. One such approach is a measured risk factor which investigates traits and behaviours known to correlate with the risk of antisocial behaviour. Multivariate genetic models are used to explain sources of genetic covariance underlying the correlation between a trait and antisocial behaviour. This may be applied to the traits discussed earlier such as impulsivity, attention deficit but also to biological risk factors such as hormones, neurotransmitters etc. However, little research using this method has been done to date. (Little has been done using this method to date. ) A second approach is by using QTL designs which identifies specific genes as having associations with or functional significance in antisocial behaviour. It could be called a measured gene approach. Knowing the genes involved in behavioural disorders such as those discussed, including antisocial behaviour, brings with it a better understanding of the genetic mechanisms. Identifying particular genes associated with different disorders that regulate, say, neurotransmitter activity may allow adjustment of their levels by pharmacological methods. Genes associated with neurotransmitters have been identified for antisocial behaviour, in particular serotonin (5-hydroxytryptamine or 5-HT). Low levels of serotonin have been shown to increase impulsivity and repress sensible behaviour, both of which are linked to antisocial behaviour (Moore et al. 2002). A serotonergic gene with a relationship to antisocial behaviour is the gene coding for the serotonin receptor. A variant polymorphism of this gene, Serotonic2A Receptor gene (HTR2A), was found to be associated with drug abuse, shoplifting, hostility, vandalism and rape (Comings. 2000). Another serotonergic gene associated with antisocial behaviour is the HTR1DA gene which is suspected to play a role in serotonin metabolism. The C variant of this gene was found to be significantly associated with antisocial personality disorder in adults and conduct disorder in children (Comings. 2000). In particular, studies on aggression, a form of antisocial behaviour, have made advances in this field. A detailed analysis of 24 studies of the genetics of aggression indicated that heritability accounts for around 50% of the variance (Rhee Waldman, 2002). It was also noted that heritability for aggression was more important in adulthood than childhood and was higher in males than in females. Studies have shown that the Y chromosome is important for aggression in males, through its role in male determination but also through other Y-linked loci. When the male determining gene (Sry) was deleted in mice, it was shown that aggression was independent of the Sry locus implying other genes on the X and Y chromosomes are involved (Gatewood et al. 2006). One candidate gene related to sexual differences is the gene coding for the androgen receptor (AR), two studies have found a significant link for males with shorter trinucleotide repeat motif with verbal aggression (Jonsson at al. 2001) or violent criminal activity such as murder and rape (Rajender et al. 2008). A wealth of research indicates the key role of serotonin in aggression. Monoamine oxidase A (MAOA) is an enzyme which oxidases biogenic amines such as serotonin (5-HT), noradrenalin and adrenalin. Null mutations in the MAOA locus which cause an imbalance in serotonin metabolism are correlated with aggression in humans (Brunner et al. 1993). Later studies have centred on detecting behavioural associations with VNTR variants in MAOA. Significant associations have been found between longer base pair alleles of the MAOA gene and behaviour disorders including ADHD, conduct disorder and substance abuse (Comings. 2000). Other genes thought to be involved in the association between aggression and serotonin include the genes coding for tryptophan hydroxylase enzyme, which catalyses the rate limiting step in serotonin production and the genes coding for the serotonin receptors. There are further strong genetic associations between stress and aggression with candidate genes including those codi ng for dopamine-beta-hydroxylase and adrenaline receptors. Genetic influences on behaviour are not simple to understand. Gene expression for antisocial behaviour frequently depends on a number of other factors such as the effects of other genes or environmental influences. Classical genetic studies indicate strong interactions between genes and environment. The conclusion from candidate gene studies is that there are few, if any loci with a large effect; it is becoming increasingly obvious that the impact of genes is multifactorial; including other genes and the environment (Craig Halton. 2009). Studies of antisocial behaviour now require a comprehensive view of biological and social risk factors as well as their interaction. The extent to which genetic influence varies as a function of environmental effects is known as a gene X environment (GxE) interaction. A significant GxE interaction has been found in all major adoption studies of criminal convictions, such that the genetic predispositions, indicated by biological-parent antisocial beh aviour, presents the greatest risk to the adopted offspring in the presence of adverse environmental conditions, indicated by adoptive-parent antisocial behaviour (Baker et al. 2006). Negative environmental factors due to being raised by antisocial parents may have the largest impact on individuals who are genetically predisposed towards antisocial behaviour (Cloninger Gottesman. 2000). GxE is also seen at the specific gene level. A deleterious MAOB gene linked to aggression in human and mice has been demonstrated to have the greatest influence on antisocial behaviour in individuals who have experienced severe mistreatment during childhood (Caspi et al. 2002). The discovery of GxE interactions in antisocial behaviour highlights the sheer complexity of the gene-behaviour relationship. Until the past decade, there was very little research done to investigate how different risk factors interact in predisposing individuals to antisocial behaviour. Recently, there is a renewed interest in biosocial interaction effects and a number of possible interactive processes for biological and social risk factors have been outlined in the Biosocial Model. It acknowledges that biological risk factors may directly result in antisocial behaviour independent of social risk factors and vice-versa; this is the assumption of the majority of research to date. The essence of the biosocial model is that biological and social risk factors interact to produce antisocial behaviour. It also states that protective factors can disrupt all three pathways; biological, social and biosocial. A key understanding in the model is that there are antisocial subtypes and risk factors give rise to both a general predisposition to antisocial behaviour and different antisocial subtypes with potentially diff erent etiological bases, such as psychopathy or violence. Going back to the original question, is there a genetic basis for criminality and antisocial behaviour? The answer would have to be yes; there is a genetic basis for criminality and antisocial behaviour, and for most human behaviours. The evidence of its existence is out there in overwhelming quantity and multiple forms. Taking the answer as yes, there is a magnitude of other things that must also be understood. Attempting to understand genetic involvement in any behaviour is complicated, no gene has a monopoly control over any behaviour and its workings can only be understood in the light of interaction with other genes, environmental influences and protective factors. Future genetic studies of human behaviour require a comprehensive view of the interaction of biological and social risk factors; the adoption of an interactive predisposition approach. There are no genes for long legs, but all things being equal, having gene a will give you an increased likelihood of having longer legs. In all things being equal, the all things are the genetic environment; the influence of other genes, the social environment; shared and unshared influences, and the interaction of these things. When these are equal in two individuals, the possession of gene a in individual 1 makes it more probable that his legs are longer than the legs of individual 2 who possesses gene b. In the same way, just because an individual has a shorter trinucleotide repeat in their androgen receptor does not mean they deterministically will murder and rape; it just increases the probability of them doing so. This probabilistic view, as opposed to a deterministic view, of genetic influence is essential to the appropriate social understanding of genetic predisposition to antisocial behaviour and criminality. This paradigm shift in how human behaviour is viewed, away from a social learning model and towards an interactive predisposition, will be reflected in society. One implication of a genetically based disposition to antisocial behaviour is the possible absolution of an individuals responsibility for such behaviour. As much as the advances are huge advances in the field of genetics in relation to antisocial behaviour, the broader picture is not complete. In most cases, genetic predisposition alone is currently too little understood to be a tool in so serious a matter as criminal blame. It is evident that there is a large genetic influence on these behaviours but only a few genes have been pinpointed with confidence in their effects. A more complete understanding of environmental influences is also needed, if genetic predisposition can be used to free or reduce a person of guilt, then so can early environment which also predisposes an individual to antisocial behaviours. This gets into an area where influences may be harder to prove. Also, it has been highlighted that the relationship between genotype and phenotype for antisocial behaviour is not linear, there are other influences such epistasis; this must be researched more fully so it is clearly understood before appropriate changes in society and the legal system can come about. In the future, when genetic predisposition is more adequately understood behavioural genetics could potentially be used in almost every aspect of the criminal justice system. Genetic behavioural forensic profiling might be used in law enforcement to predict the defendants personality and behavioural traits. Behavioural genetic information could be presented at a bail hearing by the prosecutor advising no bail to be granted due to the genetic predisposition to impulsivity or violence. It may also be used to support an insanity defence or as an independent basis for acquittal or used at parole hearings, to deny parole or as a basis for release (Rothstein. 2005). However, it is possible, even with this lack of understanding, to apply genetic predisposition to the legal system in personality disorders. As discussed, individuals who repeatedly show antisocial behaviour have a genetic predisposition. Personality disorders are often characterized by a manifest of persistent antisocial behaviour. Should a personality disorder be permitted to nullify or reduce responsibility for a criminal act? The modern answer seems to be yes. Apart from genetic predisposition, the main reasoning is that personality disorders are highly similar to other disorders that remain eligible for consideration in an insanity defence and a rule excluding them from forming the basis of a not guilty defence is scientifically indefensible and jurisprudentially hazardous (Kinscherff. 2010). This argument is the groundwork for the foundation of a criminal responsibility defence. A verdict of not guilty by reason of insanity does not mean the individual returns to the community. They are usually committed to a state psychiatric facility for a time, often longer than they would have spent in prison and this must be applied to a not guilty plea on the grounds of a personality disorder. If a defendant successfully uses impairments arising from a personality disorder to nullify criminal responsibility then the defendant should be assumed dangerous and to protect public safety, they should be subjected to int ervention to achieve the goal of incapacitation, potentially with lifetime supervision. Further research is needed as currently there is no demonstrated effective intervention for some personality disorders, especially antisocial personality disorder. The alternate proposition is that a personality disorder should not nullify responsibility for a criminal act. This implies that there is some conceptual bright line distinguishing personality disorders and all other mental disorders in terms of genetic heritability, etiology, neuro-cognitive functioning or other relevant dimension; however, this implication is not supported by science (Kinscherff. 2010). Another implication of a genetically based disposition to antisocial and criminal behaviour is the treatment of these people in society. In the late nineteenth and early twentieth centuries, researchers believed that genes were fully responsible for criminal activity and that criminals could be identified by their physiological features. This information, combined with ideas of a eugenics movement led to acts of sterilisation to rid society of criminals, idiots, imbeciles, and rapists (Joseph, 2001). This belief induced a period of widespread inhumane treatment in Western Europe and many USA states. Genetic research into human behaviour was also misused to support Nazi claims of racial superiority, which directly affected millions in World War 2 (Rothstein. 1999). To prevent this, society must be educated in the probabilistic view of genetic influence, along with the importance of environmental factors and their interaction. This is where the media plays a crucial role; the genetics of human behaviour have always been popular with the public. However, the descriptions of scientific research in the popular media are not always controlled. There is an increasing number of reports advocating that violence, impulsivity, aggression and other behaviours are hard-wired rather than caused by many factors (Clark et al. 2000). Misunderstanding and over-estimation of the role of genes in human behaviour is of great concern. It is to be expected that individuals and institutions may act on these misconceptions. Many entities with financial interest in the behaviour of particular individuals might seek to use genetic information to predict behaviour; insurers might be liable for injuries caused by an impulsive or aggressive individual. Employers may be interested in a potential employees behavioural disposition. The wrongful use of behavioural genetics in employment could lead to the exclusion of individuals from important opportunities. Laws may be needed to prevent generi c discrimination in employment and to protect the confidentiality of genetic information. Behavioural genetic information is an ethical and societal issue; it brings to light individual and social ideas of equality of opportunity, discrimination and personal responsibility. A final implication is the great need to try and identify those individuals, especially children, who may become susceptible to certain disorders or personality traits that can lead into antisocial, delinquent, or criminal behavior, in confidence. Society needs to focus on the treatment and rehabilitation of those individuals in need. Certain educational, environment enrichment programs have been shown to have a lasting effect on children if given by a certain age (Raine et al. 2003). If more of these programs could be developed, society could help prevent the future antisocial or criminal behavior of children, minimizing genetic factors in the role of human behaviour. One misapplication of the need to identify predisposed individuals is in fetal screening. Is the utilization of genetic information to determine who should and should not be born a reversion to the negative eugenic practices of the early twentieth century (Paul. 1994)? Prospective parents might test embryos for a genet ic marker before implantation to avoid giving birth to a child with potential for criminality. The use of genetic information in order to select against potential humans with undesirable traits certainly smacks of eugenic motivations (Duster. 1990). Society needs a deep understanding of interactive predisposition before it is capable of correctly dealing with important ethical debates such as this one. In light of recent research, it is impossible to deny the role of genetics in behaviour. As the topic catches the medias eye more and more, the idea of behavioural genetic determinism becomes ever more popular and widespread, there is a potential for misuse and misunderstanding of behavioural genetic information. As its application in everyday life is likely to increase, this misunderstanding is a critical societal challenge which needs to be tackled immediately. Unless this concern is addressed, there is a risk that the legal and commercial applications of behavioural genetics will outpace the science to our detriment. It must be widely understood that having a genetic predisposition for criminal behavior does not determine the actions of an individual, but if they are exposed to the right environment, then their chances are greater for engaging in criminal or antisocial behavior. As much as there is a need for further genetic research, social science needs to research the effect of genetic explanations for behaviour on individuals and society.
